best way would be with either you DTM or app loader.

What OS is on your device now. If its the latest for the 9700 then there nothing else to do.

cleanest way would be use bbsak to wipe the phone after you did a backup. connect to dm and wait for the phone to boot to the white screen. dm will give you an error message and you can select retry or upgrade. you hit upgrade and it will bring you to the screen to pick your carriers os that you want to load on.

Change your profile so there are no confusions.

    Look here for all OS.

    - Download and install BlackBerry Desktop Manager.
    - Backup your device.
    - Download the OS of your choice.
    - Install OS on your computer.
    - Locate and delete Vendor File(s).

    - Download BBSAK.
    - Install BBSAK on your computer.
    - Launch BBSAK.
    - Connect BB device to your computer.
    - Click Wipe Device on BBSAK interface.
    - Wait.
    - Phone should reboot and show an error on the screen (507 or some crap).

    - Launch Loader.exe ("C:\Program Files\Common Files\Research In Motion\AppLoader\Loader.exe").
    - Install onto the device via Loader.exe.
    - Restore Backup.

That is how it is done. Please make sure that you understand and are familiar with how this needs to be done. Don't want the device ending up as a shiny paperweight.

I find BBH Tool much easier to use than BBSAK.
You can shrink your OS, wipe your device, and you don't need to worry about finding and deleting vendor.xml files as that is all done automatically.

    Hi Phil,
For some reason, lots funtions except shrinking fail to work after I upgraded os to .523.
Does your BBHTool still work properly?
    Thanks.

All functions still work perfectly for me... which is more than I can say for BBSAK the last time I tried it on OS7.

Also, if you want a clean OS, make sure you skip "create a backup" and "restore backup" steps.
