Will this phone work on Rogers (in Canada):
Rogers uses "GSM (850/900/1800/1900 MHz) / HSPA (850/1900/2100 MHz)". The phone I want to use uses "UMTS 2100/1700/900; GSM 850/900/1800/1900"
Will it work with either 3G *OR* EDGE?

It will, but only on EDGE. Also, the link you gave is for a purchase on contract. Why would you do that, if you don't plan on using that carrier's services?
The link is not forcing the contract price on you. When you add it to cart, you get the $400 price.
To answer OP's question, yes you will get EDGE. And you'll need to have the phone unlocked so that you can put in a Rogers SIM card.
If your going to use it on Rogers Why not purchase a Rogers 9790 on KIJIJI dirt cheap and Rogers ready. That`s what i did... picked one up for $200.00 everything in box and Rogers and it work great...:D
Rogers is 3G and with the OS 7.1.0.336 upgrade also 3G/H+ now :D
@PALeafs67 Are you sure? But, My Blackberry 9790 (Unbranded) is not show H+ . How can it? Can it solve issue ?
the 9790 isn't H+, so you will never see it. This phone does 3G or Edge.
