    2100Mhz is the frequency that carrier operates on (HSPA) You must ensure your device has this same frequency to work... As this is posted in the 9790, I assume this is the device you are using, this device does have the 2100MHz band so it will work!

    Regarding 4G, what exactly is your question?

    For 4G, does it compatible for blackberry 9790? But, my cousin blackberry 9900 has 4G Blackberry with sim card Telkomsel.Telkomsel has a frequency of 3.75G. Is it intended 3.75G for HSPA+ ?

    Well, that's essentially H+. Some providers will indicate 4G (which would really mean H+ which is very fast HSDPA).Refer to this post, it may help explain it. Difference between 4G and LTE? - xda-developers
