All current OS7 devices will receive OS7.1 updates at some time in the near future. Nobody knows exactly when though, as release dates are down to the carriers.
Thanks for the reply guys I went to the store and I played with the 9790 it felt cheap compared to the 9900 and the screen brightness even when I turned it up to a 100 was very low compared to the 9900. Additionally I felt the 9900 a better upgrade overall because of its faster CPU so I went ahead and got a white 9900

I myself installed the leak version and tried mobile hot spot yesterday ... it worked fine but the drain rate of my battery was exceeding 20+%/ hour so wtv you do, do not hotspot if you dont have the charger with you !
OS 7.1 that was leaked a few days ago is solid and it has mobile hotspot. Mobile Hotspot will be something you want to use when plugged into a power source for extended use, but it really is great so far. If you do not have any live connections, the hotspot turns itself off so you don't drain your battery when it is not being used.
