When you click on the compose icon in the applications folder it brings up your contacts list
Then when you click on the person you want to send a message to it gives you different options for different people

Some go straight to a compose sms screen
Some go straight to compose email screen
Some bring up a 'call' option and nothing else

If the contact has an email address in their info it will default to
email. In all other cases, the default will be the last action you
performed (and completed) for that contact. If you called the
person and they did not answer and you didn't leave a voicemail
(I think) that is an incomplete action.

If the last thing you did with contact a was send a text, the
next time you press the name it will default to SMS. Last action
was calling them, Call will be the default, etc.....

If CALL is the only option, I believe that means there is no email
address assigned for that person, so that option would be pointless.
