Should i buy it from Amazon. I live in Europe but i am currently in U.S and i have a house there. Is it safe to order it from Amazon? Because my country will have this 2 to 3 months later andi really need a device change.

Someone was nice enough to buy me my 9700 from Amazon and it was no problem at all. Unlocked AND unbranded which is one of the best things about it for me. No carrier logo!
Are you talking about Amazon Marketplace, or Amazon Wireless (two different beasts)? If Marketplace, then it's just as risky as eBay, and I personally don't shop at either. If Wireless, then you can't go wrong as Wireless sells only new devices, although currently the 99xx doesn't seem to be available.
Verizon is 9930 and is for CDMA networks, my country only has GSM networks. I need a 9900. I found one in amazon.com from Ross Cellular (seller). Should i buy it? Would it be smart?
Holy cow! $835! I wouldn't do that for the over-inflated cost alone. If cost doesn't matter to you, then all I can suggest is you read the reviews of the seller closely and make your own decision. Marketplace is as much a gamble as eBay.
Money isnt the matter and they have over 2500 feedbacks and %96 of them are positive and only complaints are because of the delay from order processsing.
AT&T and T-Mobile are both GSM carriers in the US, but they do not share all the same frequencies. Therefore, it would be a good idea to ensure that this phone, although a GSM phone, will work with your carrier.
My friend bought 9700 from tmobile and it has worked in my carrier, of course after being unlocked. And my cousin got 9700 from At&t and it has also worked in my country and carrier. Is that possible?

I'm familiar with Turkcell, but don't know what bands they operate on. All I can suggest is that you check with the seller to see if the phone will work on Turkcell or not.
I would have no way of knowing that. You will have to decide if the risk is worth it. You said yourself that the ratings/feedback is good for this seller. Is it good enough for you?
