I have a 9930 Bold. When I try to text a picture I select picture and options-send there is no text menu there, just email-bluetooth-tag.

Is there an apps that will allow me to text pictures or some way to get the text option added to the send menu?

Just attach the picture to whom your sending it to and there is room to add text with the pic your sending

There is no selection to do attach picture I can email them but not with texting think it might be because its a work phone and they might have it so I cant text pictures. I also cant receive text with pictures but can get with email.

Check for IT policy.
Settings / security / security status inforamation.
If you do have , do not view it.
( you will get a warning )
