Anyone else's charger getting extremely hot and making low level noises ?

Occurs when BB is plugged in and also when it is not.

This is pertaining to the charger that came in the box, i believe its called the Blackberry Cobra USB Wall charger.

Perhaps too much current than needed is traveling to the device

It does charge quite rapidly though.

I would not be using that charger. It doesn't sound safe at all.
