Having a Bold 9700, wondering is there a way that I can somehow unlock the OS so that I can use it with home wifi without attaching any SIM card.

    Looking forward for advises

    Regards

I mean how to make the Bold 9700 to work like BlackBerry 10 so that I can merely use wifi with any SIM, BIS or BES.

BB10 only does that if unlocked. You do not need a SIM to use Wifi only on a Bold 9700. If you want to use different SIMs you must unlock it with a code. BES works with any SIM or over wifi locked or unlocked depending on carrier restrictions. BIS is a carrier specific plan.

No you cannot. BlackBerry OS phones require BIS and that is through a carrier. Sadly it is not able to be used just on wifi without a carriers BIS plan.
