Nothing but one runs CDMA and the other is GSM networks. That includes different signals I guess.

GSM and CDMA are cellular networks.

The CDMA (Code division multiple access) is mostly used by carrier in the USA, carriers such as Sprint and Verizon are using the CDMA radio for their mobile devices.
Mobile phones which are "CDMA" are not used with SIM cards to get signal and the settings are programmed into the device itself.

The GSM (Global System for Mobile Communications) is mostly used worldwide and also in the USA by carriers such as T-Mobile and At&t... GSM mobile devices are used with SIM cards and the phone number of the device can be changed by replacing a SIM card.

Basically a Blackberry need the GSM or the CDMA radio hardware to use on of those networks, the GSM is using many frequency bands and it can support a few multiple bands on each device which, the carriers are using to press the data with.

Some Blackberry devices are "CDMA only", those mobile phones will mostly be without a SIM slot for SIM cards and without a GSM antennae / settings.
There are many Blackberry device which are working with both CDMA and GSM such as the 9930 but the bands can be different.

The 9900 Blackberry and the 9930 Blackberry are both the same Blackberry 99XX Bold version but the 9900 Blackberry Bold is the GSM version of the phone.
The 9930 is the CDMA device and it sold by CDMA carriers mostly.

So if you buy a Blackberry branded from a GSM carrier such as Rogers, Orange or T-Mobile you will get the 9900 Blackberry Bold GSM version and if you will get it from Sprint / Verizon you will get the 9930 CDMA version. but, the 9930 can be also used with GSM sim cards because it's supporting a use on the GSM network with SIM cards and it has the GSM settings included, it's made for "overseas" option because the GSM is used all over but unlocked Blackberry device, which has not SIM branded security (SIM lock) can be used with GSM sim cards either.
