when i go to my pictures i can see the thumbnail but as soon as i try to open it , it says cant display picture nor music nor my video's i cant receive any pictures i have to restart then it works for a little while then does the same

Are you trying to access the media off a SD card or from internal storage?
Go to option -> device -> storage and you can fix it without restart
Even though its only a temp fix
