The 9650 is a single band HSDPA phone (2100) and quad band GSM (including 850). My daughter wants to use it on a network that says it's 850/2100 HSDPA (constrained to this carrier by school policy). So, does this mean that in a 2100 part of the network she's good, but in an 850 area it falls back to GSM, or does she get no service in an 850 part of the network?

If it's 850/2100 HSDPA then it would only pick up the 2100Mhz Signal and in a 850Mhz area it would fall back to EDGE/GPRS/GSM.
So, an 850 MHz HSDPA network would support an 850 MHz GSM phone? I wasn't sure the network was backward compatible - I got conflicting information from the folks renting the SIM cards (and reselling the service).

HSDPA and GSM are two different networks...HSDPA = UMTS = 3G for GSM (the standard)....GSM is the old cell network standard (along with GPRS and EDGE packet networks) that has been around since the early 90s.....so while itn may not support 850Mhz HSDPA, it supports 850Mhz GSM/GPRS/EDGE
Oh boy - now I'm confused again (I'm not a GSM guy). Will her 9650 with a "Network A" SIM card get GSM/GPRS/EDGE service from "Network A" in an 850 MHz part of the "Network A" HSDPA network, even if "Network A" does not have a GSM network at 850 MHz? I just want to make sure she would still get some service from that network.

If "Network A" has no GSM/GPRS/EDGE network that it can fall back on whenever 2100Mhz HSDPA isn't available then you won't get any signal (or you might roam on another domestic carrier, if "Network A" has a domestic roaming agreement in place with them)
