    Are you trying to use the device over WiFi?

    If you can't get BBM setup, it sounds like you don't have a BIS plan setup through your carrier. This is needed for the legacy devices, like your 9900, so they can access BBM and the internet.

    Your Viber issue I can't help with... didn't even know they had Viber for the legacy devices, that's surprising actually.
