So I'm running 7.1 and I still can't seem to send a photo via google talk. I even have the contact linked and still no go. Keeps telling there are no google talk contacts available. Is this a bug or isn't not possible. If not why do they even give me the option when I click on send?

I don't have a definitive answer for your issue, I just wanted to post that the problem may lie with Google - ever since the announcement of Drive I can't send photos through the app OR desktop client.
