just type ring tones and click on the 1st icon that shows.

You can't get to the native ringtones. Those are in the system files. If you mean Ringtones you added, There will be one under Blackberry>home>user>ringtones for the device memory area, and another if you have an micro sd card inserted. That one is Blackberry2>Blackberry>ringtones.
you can get to the file location with filescout but none can be added there as it is a locked location. Anyone have an idea as to how to add ringtones there?
I think there's an app in the applications folder. Is that what you're looking for?

Mine is on my SD Card... From any browsing folder menu: Media Card>>>BlackBerry>>>Ringtones
I was using this SD card before with my old 9700 and the 9900 recognized all folders and moved the odd thing around to sync up.
