I just got a bold 9900 on at&t, followed the steps to unlock it, and the box where you are supposed to enter the unlock code will not come up. I am sure it is locked. Any suggestions?

put any sim other than at&t and it will ask for unlock code then you can enter it
You can also use the original SIM and go into the SIM card menu and type hold down the alt key and type mepe
That should to the trick. Only on OS7 devices.
I did that and it does not ask for the unlock code
So, you already tried entering a new SIM card and it didn't pop up the unlock window? If the new SIM connects to the network, then may be the phone is already unlocked? At least should get a message with information. So even if you don't have any attempts to unlock, you should get a message saying that.
When you go to SIM card and type in mepd, what does it read next to "Network"?
I just did and it asks for the mep code... Go to advanced system settings>sim card. Hold alt while typing "mepe" and the box should pop up with "mep" make sure you have the right code, you have a limited number of attempts.

The phone always says sos no matter what simple card I put into it, next to network it says unavailable

Where did this device come from? Is it possible that it has been blocked for some reason?
Came directly from rim as far as I know it shouldn't be blocked. I put in mepd and the screen changes and then I type mep, mep2 mepe, nothing works to bring up the box you enter the unlock code into

Unfortunately not.
So the phone displays "SOS" where it should display the signal bars? If so, then the device is not talking to a telephone network.
If you've not already done it, remove the battery and leave the device alone for a few minutes before reinstalling the battery. If that does not clear the "SOS" from the display and show signal bars, then call the carrier (AT&T) or wherever you got the device and look for troubleshooting help.

Switchbacks, it says disabled....Might I have to put an active at&t simple card in the phone to unlock it? If they did some how block it from being unlocked would an is changing help or it probably wouldn't have any effect? Thanks for all of the help by the way!
If it says disabled beside network and service provider, then your BB is unlocked.
Yes, if it read "Disabled" next to "Network", then it is already unlocked.
Now you need to find out if your SIM card is compatible with the device. Try a different SIM card.
And if it still shows SOS, then it might be blocked and you will need to try to find out why. Reasons for it being blocked could be that it was lost, stolen, unpaid bill, demo unit never intended for the public, etc.
