Has anyone been able to figure out a work around / hack to get mobile hotspot working without paying for a "tethering" plan? A hacked service book or something, like in the old days of removing the download size limit?

I'm pretty sure it's not possible now.

Now being the keyword I hope. I've always been able to bluetooth tether without a tethering plan, but it would be nice to be able to iPad it up on the go.

even if you pay the tethering fee with AT&T - for now they have killed the OS 7.1 Mobile Hotspot feature. Maybe because the OS is leaked, or maybe they're deciding if they will charge two separate fees... one for tethering, and one for hotspot - that would be ridiculous.

We just need some of the 15 year olds porting Android 4.0 to unofficial devices to figure this out

Most likely they will. I have VZW and I have the unlimited data plan. I then had to add the hotspot to my plan for an additional monthly charge on top of my data plan.
