Check if your carrier allows hotspot, possibly blocked.

yes; supported. went level 1,2 then BB Tmobile tech support in New Mexico all confirm should work.

there is ip of wlan and ip of device is always 10.0.0.1 which is only way connects however ping does not resolve host.

tried with and without encryption.

As per the article the specified os has issues with hotspot.
