Yes it will if you have 2g and 3g enabled on your device...but if you havent got a good 3G signal then the phone should switch over to 2G instead and vice versa.
Secondly the 9900/9930 are not 4G enabled as far as i know and have read unless they add the 4G radio before it goes to mass production.
Unless you unlocked the phone and put it on T-Mobile. if you got it from AT&T or the Canadian incumbents it will have an incompatible 3G radio.
T-Mobile USA officially announced that they are getting the phone and that they will be advertising the 9900 as their first 4G Blackberry (HSPA+ is the '4G' they are talking about).

3G will never be available, therefore it will be always in 2G mode.
Yup. Definitely 4G.
In one of the 'I got my 9900' threads over the weekend (forget who it was) he posted a picture of a T-Mobile branded 9900 with '4G' labeled in the upper right corner. He said when 4G/3G isn't available it switches to EDGE.

So in the real world then... when 3.5G/3G isn't available it drops to 2.5G/2G
