Example, Rogers carrier have H+ ability and another carrier didn't have it? Or all Bold 9900 have same specs on the hardware?

No they are the same. Some have UMA pre-configured but it's just "information" and doesn't change hardware specs. Only difference I can think of is inclusion of SD card possibly.
The 9900 is H+ capable. Coverage and your ability to actually use H+ will vary by carrier. Device is the same for all.

But, my friend got Bold 9900 with Rogers sign on it and got H+ on the same carrier (we use local carrier in Indonesia) but on my others friends with Bold 9900 without Rogers sign on the display it only display 3G.
Any clue about it?
The Carrier has to have upgraded their 3G network to the H+ revision

There is no difference. You 9800 was running on the same H+ network as you 9900 is, the carriers just changed the way they brand it.
is H+ same as 3G?
like EDGE is same as 2G

what do you mean by "lumped together with LTE - true 4G"? how do i know if my carrier is on 3.3g or 4g?
Tmo advertising the 9900 as the first 4G BB is ridiculous. Carriers stretch the truth all the time but Tmo takes it to an all time new level.

Not sure about that. Could be your various accounts with your carrier, coverage areas where you each live, device settings, etc...
