According to Meterberry when my device is completely charged, the voltage reads 4.2V. This was true of my old 9630, except that with the 9630 it read that as long as it was connected even if I used the device. With the 9930 however, there's times when it drops below 4.2V even though it's connected if I use the device. It then stays at that voltage until I disconnect/reconnect. Anyone else experiencing this?

My phone never charges to 4.2V flat... Highest I've had is 4.167V checked with a multimeter. Doesn't bother me, doesn't affect anything either.
Interesting... how do you actually check with a multimeter for that?

Take the battery cover off and touch the black (negative) probe to the (-) connector marked on the battery, do the same with the red probe to the (+). Meter should be set to 10V ranged DC voltage, then just read the display.
