I'm trying to upgrade my 9900's OS to anything because my hotspot is not working. I think, first I had 7.1.0.912 then I downgraded it to 7.1.0.862, and it still wouldn't work. I would rather upgrade then downgrade: I had 9930 with 7.1.0.1066 and hotspot works just fine with the same SIM card (Walmart Family Mobile), and it also works on that Nokia Lumia 365 Windows Phone I have.
So I went to https://crackberry.com/blackberry-101-how-install-or-upgrade-new-rim-operating-system-os and followed all the steps precisely, but it says that there are no updates available after I install BlackBerry Device Software by executing .exe file in spite of whether I install BlackBerry Desktop Software, or not - I don't know HOW TO UPGRADE then!

You'll need to download the latest version and then install via your PC. Try the links referenced in the following post and elsewhere in the stickies section of this forum.

I already have this version of OS installed on my PC, and when I try to upgrade via BlackBerry Desktop Software as I said, following the steps in the article I mentioned, BlackBerry Desktop Software gives me the message: "No Updates Available"!

Which version are you referring to as "latest"? You're probably aware but just to cover the easy stuff, 1066 is for 9930. It's not for 9900, afaik.

What part of Hotspot isn't working?

We both referring to 7.1.0.1098. When I try to turn Hotspot on it gives me the message that Mobile Hotspot is not included as part of my plan. I read on other forums that it could be because of OS.

I have no problem using mobile hotspot on 7.1.0.1098 but that is on my 9900, and as idssteve mentioned you'll probably need a different OS version if you're on a 9930

I recall some carriers needed to activate on their end things like tethering & hotspot... years ago... what carrier are you on?

Walmart Family Mobile is on T-Mobile network.

I my 9900 is originally from AT&T, so I found out that in order to install firmware from O2 I had to delete 'vendor.xml' from "C:\Program Files (x86)\Common Files\Research In Motion\AppLoader" and anywhere else on a computer if found, and update my Desktop Software to the latest version.

That is controlled by your carrier. They want to charge you a fee to use it.
