I am trying to get BBM working on an old VZW Bold 9930 with no phone service, just WiFi.

I want to be able to chat with a friend using BBM without her having to pay a monthly cell plan.

We set up a new BBID, I can sign in to BlackBerry World and download apps. When I try and open BBM, it just sits on "Setting up BBM". I've tried it with two different VZW 9930s that were working fine before the lines were updated to BB10.

My friend has a pre-paid cell as her cell phone & doesn't need anything else. We are good friends, but often a little thought I might have doesn't warrant a phone call or email, just a chat. I would prefer BBM because I already use it extensively. I have little interest in setting up another IM app just for one person, but I will consider it.

Legacy BlackBerry devices require BIS or BES for BlackBerry services to operate, of which BBM is one.
So you will be able to use the device on WiFi, without a BIS/BES data service, however BBM and other stuff will not work.

That's what I was afraid of. Thanks for confirming my fears.
