i don't know why it's not like UMA where it can hand off calls but it's SUPER annoying and i have great 4G reception everywhere so i dont actually need it for calls and regular wi-fi works fine

I am not familiar with what you are referring to? Is this an app on your device? And by 4g do u mean HSPA+? The only true 4G network is LTE or at least thisis what most people consider true 4G speeds? Are you referring to Skype? I would love to have that feat on mydevice! I am thinking about switching to T[Mo when they switch to LTE next year
Go to manage connections -> networks and connections -> mobile network and change preferred network for calls to mobile network only or mobile network preferred.
