Not a dang clue what "BlackBerry Booster is, but in order to be linked to BBM, you have to have a BlackBerry data plan. It runs through the RIM servers after all. ;)
This sounds like a marketing name like crackberry rather than a core feature of the phone. So, if I were you, I would contact the Carphone Warehouse on this.
Yes, they include the BlackBerry services. The 100/250/500/750mb or 1gb is the data allowance.
