1. Yes, Israel uses internationally compatible GSM frequencies.
2. If your phone is locked to SIM it must be unlocked before you can use another carrier's SIM. It should work in roaming mode on your US hosted SIM but the cost of voice calls (in particular) will make your eyes water. Roamed data is usually tolerable if you avoid websites and streaming apps, just use email, BBM, etc.
3. If you're roaming - whichever network the phone finds which offers the best signal, I find roaming phones will hop automatically from one net to another without problems. If you want to use a local SIM browse the provider's websites and see who offers a deal you like with service in the areas of Israel you intend to visit.
