There are no "themes" yet, but an app called six tools (I think) has the option for the %

There are currently no themes for OS 7 devices. You can use 6Tools to place a battery meter on your notification screen. There are other apps that do this as well.
Download battery watch it puts a percentage everywhere on the phone
