You may have the wrong version.

This one is 'aLIVE' but it's part of the Mini Banner series. Should be a link in the first post of this thread, but definitly on dcburke's twitter (@drkapprentice).

No need to 'start' the live banner, its just there when you activate the theme ;)

how to Build BB themes ?

Definitely one of the better themes I've used.
The moving banner and the red are simple yet makes such a big difference.
