Unfortunately, no, not for new themes. You only have to rearrange the icons one time, and once you move the icons around, it will remember the position of everything when you switch themes or if you uninstall and reinstall again.
All theme icon placement is up to the developer when they make the theme. Its up to you to rearrange them.
Or just stick with the stock theme and you wouldnt have to keep wasting time lol!i used to mess with 3rd party themes But i havent found one that runs as smooth as the stock one. jmo
