Most themes will not effect your battery life at all. The only ones that will are animated ones or ones that automatically change the wallpaper.
However, themes do take up memory. (And some take up more than others.)

Thank you. I had to tweak it a bit (lower it some so that the flowers weren't cut off), but it turned out okay. I love Ely's themes, but with the banner being so big and the dock as well, it's hard to find good WP's to go with this particular one.
