I am guessing not, since TCL has the license to Blackberry brandname for most countries outside Indonesia.

When the BB Merah Putih joint venture was announced, it was reported that "the new devices will be produced locally in Indonesia, though it’s not entirely clear whether they will be made by BB Merah Putih itself or whether it’s looking for multiple third-party manufacturers to license the entire brand to."

The JV was formed by BlackBerry and PT Tiphone to " support of the Indonesian Government's efforts to promote the development, manufacturing and creation of locally sourced products", so I'm guessing it'll be locally produced by PT Tiphone.

PT Tiphone appears to be a telecommunications company rather than a device manufacturer.

    PT Tiphone Mobile Indonesia Tbk

Who knows... they might start their production there. I'm just quoting the press releases.

PT Tiphone Mobile Indonesia Tbk seems to deal with a wide range of suppliers and manufacturers. Given TCL's head start in dealing with BlackBerry and since the BBC100-1 model number fits with the DTEK line, maybe it will be TCL.

The TCL deal specifically calls out Indonesia as a region they won't deal with.

Directly, but what about indirectly? Tiphone sometimes rebrands white labels from China.

Although somewhat moot point since the original press release specifically says the JV is for making phones within Indonesia.

The matching of LTE bands in Indonesia and the US GSM is pretty bad so ATT/Tmob isn't getting it either. Some dude will try and import one tho.

And I can GUARANTEE there is no Lithuanian support. They don't speak that in Indonesia.
