Where is the setting to turn off the function of double tapping the home screen to sleep / lock the DTEK60? I find it annoying to accidentally double tap the screen and it turns black.

I'm still on a Classic so this is new to me. But...u can double tap the homescreen to lock the phone?

Yes, just double tap a blank space and the phone locks. Again double tap to wake device, you may have to use the pin code if you have set one up.

It's available on most Android phones and I love the feature.

My priv doesn't sleep/lock when I double tap it??? I push the power button to make it black but it doesn't lock it. Only double tap to wake for me. I have a shortcut on my home screen to lock it with one touch if needed.

Try using nova launcher. Probably other launchers have this option too.
