Are you trying to set a custom ringtone for individual contacts, or just the ringtone itself?

For contacts, open their contact, tap the Edit button, scroll down, it will let you select the ringtone there.

For the phone's ringer, open Phone, tap the 3 dots, Settings, it should give you a list.
