Used to be super fast with Nougat but after updating my KeyOne to Oreo it has become very slow. Now the second last app opens only after the last app gets fully minimized. Under Nougat it was pretty much instantaneous when double tapping. There was no need to wait for total minimization of the last app used.

Agree. Noticed the transition was slowed down for me. At least when I went from KEYone (Marshmallow) to KEY2 (Oreo).

Unfortunately not. I'm also not sure why it would be since there wasn't an update since I migrated to Oreo. I'm still on ABG076/8.1.0 (BBB1000-7). Did it improve on your end?
Yes. On Nougat I only had about 70 apps loaded. Right before Oreo, I had reloaded Nougat and loaded my entire app library which is 3X larger and has been accumulated over 8 years. Then, I unexpectedly got the Oreo update the next day. My device spent literally several days settling the new OS with all the installed apps.
Enable 'Developer options', then disable animations entirely or lower the animation rate.
Note that lowering the animation rate rather than disabling it entirely may create a cursor mode bug that you can read all about it here: /blackberry-key2-f472/physical-keyboard-use-randomly-activates-pointer-cursor-mode-issue-1155317/
