Tomorrow my office moves from Alltel to Verizon and I get my Tour. We will have four 8830's to put on Ebay, my question is, will anybody be able to use them once Alltel is all gone?

My understanding is that you can activate any Alltel device on Verizon. Better to call Vz tech support... 800.922.0204, 10 digit number, 3, 4, 1, last four of ssn
I was with Alltel and had to file a insurance claim last week and they gave me an 8830 with alltel's name on the bottom. This week I officially switched to Verizon and had no problems and didn't have to do anything.
It should work on Alltel and Verizon without too much of an issue. Other carriers (Bell, Telus, Sprint, USCC...) probably won't activate it since the ESN won't be in their database.
This is what I was told by 3 different people at the Alltel/Verizon store. If you have an Alltel phone plan you can use either Verizon or Alltel phones. If you have a Verizon plan you can only use a Verizon phone.
