    I have recently purchased my first BB a 8820. I have had it unlocked but I dont get any option for setting up a new email account in the Setup Menu. Only option is for company based emails.

    Is this something to do with the local service provider??

    Yes. You need to have a data plan with your provider.
    Then click on the E-mail settings icon and the browser will open to the carriers website where it will walk you through the setup.

    FYI I had to register my phone at blackberry.com to get the emails back. The PIN was never switched over. It's a very simple fix.
