No matter what I set my display timeout to, it will turn off, then seconds later come back on. I cant get it to stay off. I thought it was my wi-fi signal coming off and on, but I turned that off completely. Are there any services that run that cause the display to come on? This is driving me nuts!

I've never had this happen or heard of it occurring before. How long has it been doing this?

Are you running any third party apps? I know that some apps are designed to turn your screen on when you receive a new message, like Pocketday.
