I'm new to this whole Balckberry thing having just switched from a Windows based smartphone.
I bought the 8830 from another person and want to delete their email accounts off the phone. Is this possible?
How do I get my outlook email synced up on my blackberry and is it even possible?

Delete all the data!
Options / Security Options / General Settings / Menu / Wipe Handheld...
Remember after that to log into
BIS
, and add your IMEI and Pin number for your BlackBerry (Options / status)...

Thanks - I wiped it clean but It's saying on BIS that an account already exists for that PIN. How do I get around this?
I'm not sure if I can get in touch with the seller.

Log into the BIS and you can delete the email account completely. You may want to add your own email account first and then do it but you should be good to go.
