Is 4.3 the newest OS for the 8700c?

I think you are looking at the Desktop Manager PC software version.
The newest officially released Handheld OS for the 8700 is 4.2.1.114 release 192 for Hutchinson.

The latest Desktop Manager official version is 4.5

Does this version 4.2 help with pairing to a 2008 vehicle. The car won't recognize my BB 8700 an visa versa. I've got ver. 4.1 currently. I tried to download a version of 4.2 this morning off the BB website and now my 8700's in the crapper. Can't get it to turn on therefore be recognized by my computer's desktop mgr.

4.1 and 4.2 difference i think is minor except for the media icon that you get on your phone.
i have tons of questions about this...im scared to dl it to my phone for fear it'll freeze up or black out being a newb i dont want to screw it up just because i want to load mp3 ringtones lol
While freezing, or more commonly referred to as "nuking", is never a good thing Crackberry has a great 101 on how to solve that particular dilema. If you've not checked out the 101 series I highly recommend them. I used it recently and was astounded at how easy it was to follow. My BB is still with me and will be for a long time.

As far as OS updates, I go to my service provider and dl what they have - no issues that way.

I don't know how but when I check Options>About the version number of the OS I have listed is v4.5.0.37 (Platform 2.7.0.55)

I'm a little confused cause the links in the thread point to version 4.2.2.x (the Hutchinson one points to a SingTel link by the way). Am I missing something here?
