Google does not allow devices shipping with GMS (Google Mobile Services) to have any competing app stores pre-installed. It's in the contract. Users can install alternative app stores at any time though.

As mentioned any device with Google Play services cannot have another App store installed.
And you can install Google Play on your BB10.

And, why? The Priv has absolutely no need for Amazon App Store.

Correct answer was already given, it is against Googles restrictions. But I think you can manually download the amazon app store.

And, set the Priv to allow downloads from other sources. That is actually an android setting.
