Under "Application Permissions -> Permission details" some apps have the option
"Allow this app to access your device's current or saved locations" enabled by default but it can not be disabled.
Is this normal? I'd like to disable location on some apps.

Under "Location services" I have disable the option "Location services" and "Traffic data collection" but the access location for specific apps remains enabled.

    Depends on the Apps themselves.
Android apps usually want everything. Most/ all Native Apps allow for control of permissions.
If you're not sure then the only way is to not use the App

You can't change location setting per apps on this current android. Next version, Android M will have that feature. You can uninstall the app, or turn off the location totally
