I was under the impression that a number of EU carriers released 10.3.2 last month.
Maybe you should add more to your post. Like country & carrier to start with....

My carrier is YOIGO, SPAIN
Movistar, Spain, and nothing yet.
Swisscom in Switzerland: very, very quiet, the reference implementation of "quietness".
I'm also not happy about RIM's communication about that. Couldn't they publish an official statement that a global update with version 10.X.X.XXXX has been finished and sent out to the carriers today? And which countries come first and all this? They should indeed talk about this. This would be a lifesign and also the press would notice this.

The question should be the other way around: Did anyone anywhere in Europe get an official 10.3.2 update from a carrier? Additional question: Did the carriers indeed get the update from RIM, yet?

I'm from Spain and Movistar Nothing Q5 BB and BB Z10 Orange, nor anything ...
IOS and ANDROID release their firmware all around the world at the same time (different countries). Why blackberry doesn�t do the same????; when you request about that to blackberry, they never answer.They say that it depends on your carrier; and when you ask to your carrier, the carrier says that it depends on BB. Things like that are one of the reason consumers of BB leave the this brand. BB never look after their consumers.
It showed up on my wife's Q10 in Austria (Drei network) earlier this week.
