    That means it's not available in your country/on your carrier. I'm using Mobile Hotspot almost every day and I can't reproduce your issue so it's not a bug, it's just not available in your country.

    No, it is an OS bug, please just Google it. You can find many threads about this error. As I said if downgrade to 10.2.1 I can use hotspot!

    As I said before, as I understand it, older versions of BB10 did not respect the carrier opt-in.
