All you have to do now is show us, by means of a pic preferably, wtf you talking about?
It's TTY icon go to settings -accesbility-turn off TTY
Just in cas you haven't understood the answers so far : we cannot see any attached picture, if any.

This is a worldwide community united by a common interest - our love, or addiction as some would call it, for the BlackBerry!

You're not the first member this has happened to.
On your BB, from Hub or home screen, swipe down from top of page and select Settings. Scroll down to Security and Privacy and tap it.
Select Application Permissions at top of list.
Scroll down to find CB10 and select it.
Toggle the Shared Files option On. Now you should be able to add that attachment.

Maybe the OP also don't know how to take a screen shot. Just press the volume up and down at the same time.
