As far as I'm concerned it's part of IMAP and therefore messages you flag on you r phone should be flagged when looking at your inbox through most Web mail clients, too.
I always use it to mark a mail to be followed up on on my PC, etc.
Far as I can tell it only makes the email show in the Remember app. Which means, at least in the 10.2 leak I am using, you can go into Remember and assign it a due date and a reminder.

Yeah I can't remember (ha ha no pun intended), but in early versions of BlackBerry 10 I think there was less functionality in all this. Maybe not though. I have been on 10.2 for a while now. I seem to remember something like being able to add a due date but not a reminder or something like that in 10.0.

They could have taken it a step further and allowed us to "Flag with due date/time" without needing to explicitly opening the Remember app. :/
