    I don't think there are any headless weather apps that run in the background and provide alerts.

    I use beweather pro and the app has to be open for the notifications to work in the hub.

    My Beweather pro alerts without the app being open. I have seen other threads that suggest that there is a problem with it happening consistently, but developer is working in that.

    I use the superbar tool integrated in Wallpaper Changer HD. It also shows weather on my homescreen. Not Hub, but at least HS..

    How can you add folders on your menu? Like social services etc.

    Just tap a app icon long and then drag it on top of another app. You will then be prompted to rename a new folder
