Open the Amazon Appstore, search for both apps and click Get / Install.

Cannot find Skype on Amazon appstore [Passport]
Try finding them on the Amazon website, add them to your account on there and then search in My Apps in the app, it may show (both the tablet and phone versions show for me when I search in the My Apps section).
