I'm using Z30STA100-3/10.3.1.1151 and I have noticed that my phone app changes between the normal app and an updated version depending on my cell signal. The updated version involves a video call button on the dial pad, as well as a drop down menu for sorting the call log by all, missed, video, voice, and VOIP.

I'm using a Z30 on the Verizon network.

Check the phone log too... you'll see VOIP listed in addition to missed calls, etc, all the way on the right
That's because you aren't supposed to see that yet, Verizon doesn't support that for BlackBerry just yet. Disconnecting and reconnecting your network will get you back to normal.

So do BB10 users on other networks have this screen?

Wow.. have never seen this before, indeed few people here complained about lack of this feature on BlackBerry 10 devices. We now know this is about software and Carrier stuff.
Thanks for sharing this.
Not sure, I believe it's a new feature to 10.3+ but it needs carrier support. It's good that BlackBerry is ready for when the switch is flipped for Verizon and others.
