Since I moved from my Z30 running 10.2.1 to a passport running 10.3.0 my categories for my Remember notes have been messed up: is this happening to other users getting the 10.3.1 update from 10.2.1?

If so, you'll have to call your carrier to get help then they will put you through to BlackBerry support for further assistance. Yeah, even if you bought your device outright from BlackBerry, you have to go through your carrier... annoying, but since the carriers don't know anything about this issue (why should they?) they will put you through to BlackBerry tech support.

If you ever do want to speak to BlackBerry tech support for any reason, you must go through the carrier, and if you rely on Remember, this would be a good reason.

...but aren't the reps going to ask you for some kind of account number or try to charge you for the call if the call is not forwarded from a carrier?

No, it's a support call. You dial their toll free, they redirect you to BB. You don't get billed a penny.

Or you save yourself the time and call BB directly.

update: the support rep has told me that I should backup my contacts and calendar separately, wipe my device, and reenter the Remember notes manually for... some reason, as though that would be a "test" of... something. Since I have two devices (my daily driver is my Z30 at the moment, so I can "afford" to wipe my Passport) let's see how this works out... but to date, I feel I'm being stonewalled / given the run-around by BlackBerry support on this issue, and they're just to cowardly to say "No, it's broken, we know it is broken, there's no fix for this and there isn't likely to be" so they're just jerking me around until I "crack". On principle, I'm not crakin'.

That is exactly what BB support told me to do, but under the guise of a step in a diagnostic process, not a workaround for an unresolved low-priority issue. They did not recommend the use of a third-party tool like the one I used "Fire Chest Backup" or "Backup Pro".

After they reply to my latest email I'm going to ask for escalation and file a formal "WTF???" complaint.

The fact that a use of a third party tool is required to work around a bug in BB10 apps is bad, but the fact that BB support wasn't aware that such a fix is possible is also bad, and the "bill of goods" I was sold about wiping my device and being told to use a procedure requiring Microsoft Outlook to back up my contacts and calendar (when I don't use Outlook and was never even asked what I DO use for calendar and contacts) with total manual data reentry as the "fix" is laughable, appalling, and other more colourful adjectives come to mind.

There are two basic kinds of tech support available in the tech world: the one where the company and the agent is very keen on solving the customer's problem, and the other kind: where closing the trouble ticket as quickly as possible is the goal. Can you guess which kind I feel like I've just experienced with BlackBerry?

I may have missed your issue completely. All you have to do is manually create the new folders and move the notes/tasks to the appropriate folders by long pressing the note/task in the Remember list. To switch notes to tasks or vice versa, open the note, scroll to the bottom and do the switch. There is some manual activities, but no need to re-enter or use any other app or cloud service.

The data was fundamentally broken in some way: the note categories could not be changed. Long press on the category didn't do anything. In the end, Backup Pro did the job: it successfully let me back up my notes via Dropbox as an encrypted file, and when restoring it gave me the option to delete the existing notes. I did an entire device backup prior to the restore just in case my notes were fouled up in some way that Backup Pro couldn't deal with, but it worked, my Notes are in proper BB10.3.1 "folders", note's folders (what was "category" can mow be changed, and the folder labels themselves can be properly edited.

BlackBerry support clearly either doesn't know that Backup Pro can be used to fix the problems with Remember data, or they're too ashamed to admit that customers have to purchase and rely on a third party product to fill gaps in THEIR OS software. I know times are tough at BlackBerry but this is too much (but thanks to the developer of Backup Pro for making it possible for me to fix up my data.)
