No, there is no unlocked runtime without the bar. You can have unlocked or you can have it so you can hide bar but at this time not both.

I'm on 1443 and previously installed the Unlocked Android Runtime. When the new Runtime with bar-hiding option came out, I went ahead and installed it without deleting the previous unlocked runtime. I was expecting for my sideloaded apps not to work because I don't know how to go about with debug tokens. I was surprised (and pleased) that all my Android apps have all been working flawlessly; and better now with an option to hide the bar!
